I do not believe it. At the very best, the energy available from a day’s sunlight on fixed panels is a sinusoidal half cycle, peaking when all of the panels are square on to the sun’s direction.

If the picture were an image of an actual tracking location, the angle of the panels would imply that the sun is quite near zenith, and to the left of the man in red.
But his shadow is in front of him, which implies that the sun is behind him.
Somebody in this article is lying.
Okay, perhaps this is a picture of some other place, that has fixed panels. That is hardly truthful.
